The Chancery of the Accra Reset, an African-led health and economic sovereignty initiative championed by John Dramani Mahama, has announced the establishment of a high-level panel to drive reforms in global health architecture and governance.
The eighteen-member panel, composed of leading global health experts, policymakers, and development practitioners, is tasked with developing concrete and actionable proposals to reshape a global health system widely criticised for sidelining the Global South.
According to the Chancery, the panel will work toward “restructuring a global health order that has treated governments of the Global South as passive takers rather than as sovereign actors with the right to shape the rules under which their people live.”
The panel is co-chaired by four prominent global figures: Peter Piot, El Hadj As Sy, Nísia Trindade, and Budi Gunadi Sadikin.
To ensure broad engagement, the panel’s work will be guided by a High-Level Consultative Group, creating a structured pathway for collaboration with key global institutions, including the World Health Organization, World Trade Organization, the Global Fund, Africa CDC, AUDA-NEPAD, and the International Finance Corporation.
The panel is expected to commence work immediately, with its terms of reference to be refined and adopted with substantive inputs from the World Health Assembly and the United Nations General Assembly.
Former UNAIDS Executive Director Michel Sidibé has been appointed as Special Advisor to the panel and Envoy of the Co-Chairs.
His extensive experience within global health institutions is expected to play a key role in guiding the reform process.
Broad-Based Global Representation
The panel brings together a diverse group of experts from across Africa, Asia, Europe, and the Americas, reflecting a deliberate effort to ensure inclusive and representative decision-making.
Members include Nigeria’s Health Minister Mohammed Pate, public health leader Catherine Kyobutungi, global health advocate Magda Robalo, and former WHO Chief Scientist Soumya Swaminathan, among others.
Also serving on the panel are technology and finance leaders such as Moustapha Cissé, founder of Google Africa’s first AI lab, and James Mworia, CEO of Centum Investment Company, highlighting the intersection between health, innovation, and economic systems.
The High-Level Consultative Group features influential global figures including Tedros Adhanom Ghebreyesus and Ngozi Okonjo-Iweala, reinforcing the panel’s ambition to drive reforms across interconnected global systems.
A Push for Global Health Equity
The establishment of the panel marks a significant step in the Accra Reset’s broader agenda to advance health equity, strengthen African agency, and promote a more balanced global governance system.
Analysts say the initiative could redefine how global health decisions are made, particularly in areas such as pandemic preparedness, financing, and access to medicines.
With its high-level composition and institutional backing, the panel is expected to generate proposals that could influence global policy discussions for years to come.
