The Ministry of Roads and Highways has initiated a major restructuring of its road project portfolio to ensure financial sustainability and alignment with the Ministry’s Medium-Term Development Plan.
Speaking at the Government Accountability Series held at Jubilee House, Minister for Roads and Highways, Hon. Kwame Governs Agbodza, disclosed that a comprehensive audit of contractual commitments revealed a massive portfolio of road projects—both active and inactive—estimated at GHS 105 billion as of December 31, 2024, with total commitments now standing at over GHS 123.5 billion.
“This level of commitment far exceeds the available funding sources. It was clear that we needed a radical restructuring to bring discipline, efficiency, and realism to the sector,” the Minister said.
The Ministry, in collaboration with Road Agencies, conducted a detailed assessment of ongoing and stalled contracts, leading to a rationalization process with the following key outcomes:

Identification of non-performing and stalled contracts
Suspension or restructuring of low-impact projects
Prioritization of high-impact, economically justified roads
Realignment of projects with actual available funding sources
This effort, according to the Minister, is not only aimed at reducing fiscal risk but also ensuring that infrastructure investments deliver maximum socio-economic return, as outlined in the NDC 2024 Manifesto.

Hon. Agbodza emphasized that the restructuring exercise upholds the financial prudence pillar of the RESET agenda and will ensure that future infrastructure delivery is both strategically impactful and fiscally responsible.
“We are not just building roads—we are building confidence in public investment, discipline in execution, and trust in government’s ability to deliver results within means,” he concluded.
