Adom-Otchere lied about not knowing the company involved in GACL contract – Manasseh replies Paul Adom-Otchere

Award-winning investigative journalist Manasseh Azure Awuni has reacted to a claim by former Board Chairman of the Ghana Airports Company Limited (GACL), Paul Adom-Otchere, that he knows nothing about a contract signed by the company, which the Office of the Special Prosecutor (OSP) is investigating him for.

Paul Adom-Otchere, the host of Metro TV’s Good Evening Ghana, on his show on Thursday, July 31, 2025, after the OSP invited him over the contract, claimed that he got to hear of the contract from Manasseh Azure after it had been signed.

In a post shared on X on Thursday, the investigative journalist said that even though he engaged the former GACL board chair on the contract he was investigating, Adom-Otchere’s claim of knowing nothing about it was utterly false.

He indicated that, contrary to the broadcaster’s claims, he (Adom-Otchere) knew the owners of the private company with which the GACL signed a revenue assurance contract and, in fact, met with them.

“You said I had engaged you on this matter, and we had exchanged questions and answers. You also said you had yet to respond to some of the questions I sent you. This is wholly correct. And I’m still waiting for your response to the questions after the several promises and timelines you gave me.

“In distancing yourself from the contract, you claimed on your show this morning that you didn’t know the owners of the company that won the shady contracts. Paul, this is false. You have admitted to me, not once but TWICE, that you knew the owners of the company from the very beginning. I HAVE EVIDENCE OF THIS.

“I also have evidence that a year before that company (the one which eventually won the contract) came to the board meeting you chaired at the GACL, you had met those behind the company. So, Paul, it’s a lie if you claim you didn’t know the owners of the company that won the contract,” he wrote.

The award-winning journalist also refuted Adom-Otchere’s claims that no money is being paid to the private company, which the OSP said is owned by the proprietor of Strategic Mobilisation Ghana Ltd (SML).

“You said the contract does not involve paying money to the company. You said the company would only receive a percentage (15%) from any incremental revenue above the GACL benchmark revenue from the sector during the company’s operation. This claim is misleading,” he said.

He explained that SML had a similar contract with the government where the same claims were made, but at the end of the day, the company made millions of Ghana cedis at the expense of the state.

“SML has similar arrangements with the government, and they claim they only take a percentage from what they recover or the incremental revenue based on their work. By the end of 2023, we had paid $141 million to SML, but SML could not point to a single recovery they had made. SML could not flag any oil marketing company for wrongdoing. Not even one. But they have been paid.”

The Office of the Special Prosecutor detained Adom-Otchere and two others – Otchere Kwame Baffour Awuah, Group Executive, Commercial Services, GACL; and Albert Adjetey Adjei-Laryea, CEO of Devnest Systems – after they honoured an invitation by the OSP to answer questions over possible procurement breaches in the revenue assurance contract between GACL and a company owned by the proprietor of Strategic Mobilisation Ghana Ltd (SML).

The OSP indicated that the three men have been charged and were detained after failing to meet the bail conditions that were set for their release.

“The Office of the Special Prosecutor (OSP) has interviewed and formally charged the former Board Chairman of the Ghana Airports Company Limited, Paul Adom-Otchere, and two others. However, Mr Adom-Otchere has so far been unable to meet his bail conditions.

“He is required to present two landed properties (of no specific value) registered in his name. However, he has informed the OSP that he does not own landed property in Ghana. As a result, he remains in custody until the bail terms are satisfied,” the OSP said.

I have watched your special morning edition of “Good Evening Ghana” in which you named me. Even as my investigation into the contract is yet to be published, I wish to draw your attention to a few issues.

This claim is misleading.

Why?

SML has similar arrangements with the government, and they claim they only take a percentage from what they recover or the incremental revenue based on their work. By the end of 2023, we had paid $141 million to SML, but SML could not point to a single recovery they had made. SML could not flag any oil marketing company for wrongdoing. Not even one. But they have been paid. And they are claiming credit for revenue increment from the sector even after our investigation exposed them and the KPMG report corroborated our findings.

As in all the revenue assurance contracts, the companies eventually make millions of cedis from the state, but without any evidence of recoveries in their audits. This has been the case from Subah to SML. So, it’s misleading to suggest that no payment is involved.

These are just preliminary comments based on your release in which I was named. The story itself will reveal why the deal is a scandal and why you, the MD of GACL, and the PPA may need to answer some critical questions.
