Akufo-Addo ‘duplicated’ Mahama’s already active works for ‘Agenda 111’ – Citi FM Researcher

An article published by Citi FM and Citi TV’s Principal Researcher Kojo Akoto Boateng has suggested the design and some works associated with the Akufo-Addo government’s flagship Agenda 111 hospitals were works designed and were being implemented under the erstwhile John Mahama NDC administration.

The Akufo-Addo government’s ambitious ‘Agenda 111’ hospital project is a  plan to construct 111 new health facilities which include new regional hospitals, new district hospitals, and new psychiatric hospitals. The objective of the project is to ensure that Ghanaians in every district and region in the country have access to quality healthcare services.

But according to the top Citi FM Data miner, “if you do not read and explore the work done already in this country,  you’ll be praising work already done and paid for with your money.” He wrote, citing examples as “the design for the Agenda 111 facilities”.

Mr. Akoto-Boateng said the government of the past administration under the Ghana Health Service Estate Management Unit developed a model for health facilities which was used to build the Dodowa Hospital and the Ga East Regional Hospital among others under the Mahama government.

However,  according to Akoto Boateng, the Akufo-Addo government has paid fresh money to David Adjaye to do designs works which have already been done if the government was minded to note.

Mr. Akoto-Boateng maintains that the design and model made by the Ghana Health Service Estate Management Unit sufficed and was sustainable to be used to continue what has already begun.

“The state is paying fresh money for a design concept we already have and being used”, he noted.

[…]The Estate Management Unit of the Ghana Health Service engaged a consultant some years ago to develop a standard modular concept for our health facilities.

The brief was for a design that would enable us to upgrade the different levels of healthcare facilities as and when needed. It was also to provide the blueprint for our capital investments in healthcare.

That modular concept was also to be sustainable.

That modular concept was used to build the Dodowa Hospital, Ga East Hospital, most of the facilities I wrote about in the ‘abandoned hospitals’ epistle had the same design.

It was so detailed and functional, and the company that built it won some reputable awards.

In comes Agenda 111 and the PR surrounding it and the exceptional design prowess of Sir David Adjaye.

The state is paying fresh money for a design concept we already have and are being used.

Now, assuming we decided just before Agenda 111 not to go with the existing modular designs and we needed a new design direction, wouldn’t it have been prudent to have employed a transparent competitive process?
