President John Dramani Mahama has announced a final batch of Deputy Ministerial appointments aimed at strengthening key sectors.

The nominees—drawn from Parliament and diverse professional backgrounds—reflect a blend of seasoned expertise, grassroots political credibility, and sector-specific proficiency.

This batch, unveiled on July 9, 2025, signals the administration’s commitment to implementing policy reforms in health, technology, foreign relations, and transport. Below are detailed biographies of the four appointees.

Hon. Dorcas Affo-Toffey – Deputy Minister for Transport

Born on May 4, 1972, Dorcas Affo-Toffey studied marketing and sustainability management in Ghana and furthered her education in the United States, engaging in dental hygiene, branding, real estate, and customer service. Her business ventures span over two decades, notably founding Queen D Beauty and Topeka Properties in the U.S., and heading Nano Fix IT Company in Ghana.

Political trajectory
She was elected MP for Jomoro in 2020 and retained her seat in 2024. Her work on the Gender and Children Committee, as well as the Lands and Forestry Committee, underscores her commitment to equitable infrastructure development and gender-focused policymaking.

Affo-Toffey owns Division One football team Jomoro FC and is the mother of Ghanaian-American artist Fantana.

Hon. Mohammed Adams Sukparu – Deputy Minister for Communication, Digital Technology and Innovations

Born in 1985, Sukparu holds degrees and certifications in governance, business administration, and project management. He previously managed operations for DHL Global Forwarding and now leads MAS Premium Ltd and Wiside Freight Ltd.

He rose through student leadership ranks as President of PUSAG and Ghana’s representative to the All-Africa Students Union. His advocacy for technological access and youth empowerment remains central to his career.

As MP for Sissala West since 2020, Sukparu has served on committees related to Judiciary, Lands, Housing, and Public Accounts. His nomination reinforces Ghana’s digital ambitions.

Hon. Dr. Grace Ayensu-Danquah – Deputy Minister for Health

A practicing surgeon and public health specialist, Dr. Ayensu-Danquah was born on May 10, 1967. Her studies in biology, medicine, and international health span USC, University of Wisconsin, and Johns Hopkins. She has practiced in the U.S. and taught medical courses at Cape Coast University and University of Utah.

Humanitarian and policy contributions
Founder of Healing Hands Organization, she has delivered medical outreach across Ghana. She also serves on Ghana’s FDA advisory committee for vaccines.

Political milestones
Ayensu-Danquah won the Essikado-Ketan parliamentary seat in 2024, becoming its first female MP. Her legislative agenda is expected to prioritize healthcare accessibility, maternal health, and sector-wide reforms.
