President Mahama Arrives in Luanda for 21st AU Extraordinary Session on Conflict Resolution

President John Dramani Mahama has arrived in Luanda, Angola, to participate in the 21st Extraordinary Session of the Assembly of Heads of State and Government of the African Union (AU), scheduled for Sunday, August 30, 2026.

The high-level meeting will focus on strengthening Africa’s mechanisms for conflict prevention, management and resolution, amid growing security challenges across several parts of the continent.

President Mahama was received at the airport by Angola’s Minister for Planning, Victor Hugo Guilherme, upon his arrival in the Angolan capital.

The extraordinary summit will be led by H.E. João Manuel Gonçalves Lourenço, President of Angola and the African Union Champion for Peace and Reconciliation in Africa.

Focus on Conflict Prevention and Resolution

A major focus of the summit will be the consideration and adoption of a comprehensive Decision, Action Plan and Implementation Matrix on Conflict Prevention and Resolution for the continent.

The framework is expected to provide concrete measures to strengthen Africa’s ability to prevent conflicts, respond effectively to emerging crises and support sustainable peacebuilding efforts.

African Heads of State and Government are also expected to assess existing continental peace and security frameworks and agree on measures to improve coordination, responsiveness, implementation and financing.

Particular attention will be given to strengthening both the African Peace and Security Architecture (APSA) and the African Governance Architecture (AGA).

Africa’s Mounting Security Challenges

The summit comes at a critical moment for Africa, with several regions confronting complex and persistent security threats.
The conflicts in Sudan and the eastern Democratic Republic of Congo, instability in the Sahel, security challenges in the Horn of Africa and the continuing situation in Mozambique are expected to feature prominently in discussions.

The gathering provides African leaders with an opportunity to examine existing continental responses to these crises and develop more effective strategies for early intervention, mediation and conflict resolution.

Mahama to Join Continental Leaders

President Mahama is expected to join fellow African leaders in deliberating on practical measures to reinforce regional stability and strengthen the continent’s collective capacity to prevent and resolve conflicts.

The discussions are also expected to emphasise stronger coordination among the African Union, Regional Economic Communities and other relevant continental and international partners.
The leaders are expected to work towards actionable strategies that will translate existing peace and security commitments into measurable interventions capable of addressing conflicts before they escalate.

Strengthening Africa’s Capacity for Peace

The adoption of the proposed Decision, Action Plan and Implementation Matrix is expected to provide a clearer framework for implementing Africa’s conflict-prevention and resolution agenda.

The Luanda session therefore represents an important opportunity for African leaders to reaffirm their commitment to African-led solutions to African challenges and to strengthen the institutions responsible for maintaining peace and stability across the continent.

President Mahama’s participation underscores Ghana’s continued engagement in continental efforts to promote peace, security, good governance and sustainable development in Africa.

The summit is expected to conclude with concrete commitments aimed at enhancing the effectiveness, coordination and financing of Africa’s peace and security mechanisms.
