President John Dramani Mahama has announced a significant boost to Ghana’s health sector, with the 2025 national health budget rising by 13.4%, from ₵15.6 billion to ₵17.8 billion.
Speaking at a media encounter at the Jubilee House, the President described the increase as “one of the most significant in recent years,” adding that it reflects his government’s recognition of the urgent need to strengthen Ghana’s health system in the face of both domestic demands and global health risks.
“This is not just a budget line, it’s a life-saving commitment,” Mahama said.
“These funds will expand coverage, improve claims processing, and ensure that every Ghanaian—especially the poor and vulnerable—has access to affordable, quality health care.”
NHIS Funding Boost
The President disclosed that his administration has uncapped the NHIL and increased funding to the National Health Insurance Scheme (NHIS) by 66%, from ₵5.9 billion to ₵9.8 billion in 2025.
He explained that the additional funds would enhance claims processing and guarantee the financial sustainability of the scheme.
Responding to Aid Withdrawal
Mahama also addressed the sudden withdrawal of $156 million in U.S. health aid, which had previously supported critical programs in malaria, HIV/AIDS, and child health.
“The withdrawal presented a serious fiscal and public health challenge. In response, we have readjusted our domestic expenditure priorities to provide safety nets and cover the gap,” he said.
Expanding Health Infrastructure
To bridge access gaps, the government has committed over ₵2 billion to health care infrastructure between now and 2028. An initial ₵200 million allocation has been made in the 2025 budget to accelerate the construction, expansion, and modernization of hospitals, clinics, and health centers nationwide.
“Whether in remote rural communities or high-density urban centers, our aim is the same: a health facility within reach of every Ghanaian,” Mahama assured.
The President further revealed that Cabinet is awaiting a report from the Minister of Health on the status of the Agenda 111 Hospitals to determine the way forward for their completion.
