The State Housing Company Limited (SHC) has launched a nationwide Revenue Mobilization Campaign aimed at recovering outstanding client debts and strengthening its financial independence. The initiative, announced by Managing Director John S. Bawah at the company’s Head Office in Accra, introduces a significant 15% discount for clients who settle all outstanding financial obligations in full.
The discount window is effective immediately, running from November 3 to December 31, 2025.
Addressing stakeholders and the media, Bawah emphasized that the campaign is a critical measure to ensure the company’s continued viability and its ability to deliver quality, affordable housing across the country.
For nearly seven decades, the SHC has been a key driver in Ghana’s housing development. However, according to the Managing Director, the company faces a persistent challenge due to a significant backlog of client payments. These debts, which include overdue ground rent, land regularization fees, lease renewals, and service charges, run into hundreds of millions of Ghana Cedis.
John Bawah mentioned that the outstanding payments are vital for the company’s operational sustainability, stating that the State Housing Company is not a subvented entity. “Our operations are funded wholly on the money we generate internally,” he noted. “Without timely payments, our collective ability to invest in expansion and guarantee the long-term security of client tenure is severely weakened.”
Scope of the Limited-Time Offer
The 15% debt waiver is designed to ease the financial burden on clients while encouraging full compliance and proper documentation. The discount applies to the full settlement of arrears across several categories of obligations, including Ground rent, Land regularization fees, Lease renewals, Consents (to develop, assign, mortgage, and gift) and Service charges and arrears
The campaign is accessible to all SHC clients nationwide, spanning regions from Accra and Kumasi to Tamale and Bolgatanga. The director stated that it is important to note that the discount does not apply to house sales.
In line with broader government initiatives, SHC is also set to launch its 24-hour Premium and Express Service Centre before the end of the year. This new centre is expected to provide clients with fast, reliable support, documentation processing, and payment services, offering a guaranteed 24-hour turnaround time for certain client requests.
The Managing Director issued a strong call to action, urging all clients to take advantage of the two-month relief window. He warned that once the December 31 deadline passes, the company will be compelled to implement full penalties, interest accrual, and commence administrative and legal enforcement measures to recover all unpaid obligations.
