President John Dramani Mahama has nominated five individuals for appointment to Ghana’s Fiscal Council, in a move aimed at reinforcing fiscal discipline and strengthening oversight of public finances.
The nominations were made pursuant to Section 11D of the Public Financial Management Act, 2016 (Act 921), as amended by the Public Financial Management (Amendment) Act, 2025 (Act 1136).
The nominees include:
Chairperson – Dr. Emmanuel Oteng Kumah, Representative from Academia – Prof. Patrick Opoku Asuming, Representative from a Research Think Tank – Leslie Dwight Mensah
Former Public Policy Expert (Ministry of Finance) – J. Kweku Bedu-Addo, Former Public Policy Expert (Bank of Ghana) – Dr. Henry Akpenamawu Kofi Wampah
According to a statement issued by Felix Kwakye Ofosu, Spokesperson to the President and Minister for Government Communications, the Fiscal Council is expected to play a critical role in promoting fiscal prudence and ensuring sound decision-making in the management of public resources.
“The establishment of a well-constituted Fiscal Council underscores government’s commitment to transparency, accountability, and sustainable economic management,” the statement noted.
The Council will serve as an independent body to guide fiscal policy and help safeguard macroeconomic stability, particularly at a time when governments worldwide are under increasing pressure to balance development needs with fiscal responsibility.
