Mahama signs landmark GIPA Act to unlock investment boom

President John Dramani Mahama has signed into law the new Ghana Investment Promotion Authority (GIPA) Act, replacing the Ghana Investment Promotion Centre (GIPC) Act in a move aimed at transforming Ghana into one of Africa’s most attractive investment destinations.

The new legislation is expected to modernise Ghana’s investment promotion framework by simplifying business registration and investment processes, reducing bureaucratic bottlenecks, and creating a more investor-friendly environment for both domestic and foreign businesses.

Government says the Act introduces stronger legal protections for investors, providing greater certainty and confidence for those looking to establish or expand businesses in Ghana. The enhanced legal framework is also expected to improve transparency and strengthen the country’s competitiveness in attracting foreign direct investment.

A key feature of the new law is the expansion of the Authority’s mandate. The Ghana Investment Promotion Authority will now play a broader role in promoting, facilitating, regulating, and monitoring investments across the country, while improving coordination with key stakeholders to ensure efficient service delivery.

The Act also places significant emphasis on supporting indigenous businesses. The Authority has been tasked with helping Ghanaian enterprises grow, improve their competitiveness, and participate more actively in the country’s investment ecosystem.

Government believes the reforms introduced under the new GIPA Act will stimulate private sector growth, attract increased investment inflows, create sustainable employment opportunities, and drive long-term economic development.

The legislation forms part of broader efforts to strengthen Ghana’s business climate and position the country as the leading investment hub in West Africa, capable of attracting high-value investments that support industrialisation and inclusive economic growth.
