Chief of Staff, Hon. Julius Debrah, has expressed concern over Ghana’s declining performance on the Corruption Perception Index (CPI), as he inaugurated a new working group tasked with drafting a comprehensive National Anti-Corruption Strategy.
Speaking at the ceremony at the Office of the President, Mr. Debrah revealed that Ghana’s CPI score dropped from 48% in 2024 to an all-time low of 42% in the final year of the National Anti-Corruption Action Plan (NACAP), signaling an urgent need for change.
“After Ghana’s best performance of 48% on the Corruption Perception Index in 2024—the year NACAP was passed by Parliament—the implementation of NACAP from 2015 to 2024 has coincided with a downward trend in our CPI score to the current low of 42%,” he stated.
“Clearly, one could argue that NACAP has not performed too well when it comes to the actual reduction of corruption in our country. And I’m sure the evidence is out there for all Ghanaians to see.
We have to reverse this trend.”
Mr. Debrah emphasized the necessity for the new strategy to break from the limitations of the past framework and adopt a more innovative, data-driven approach to corruption prevention and enforcement.
“Accountability and the fight against corruption constitute a key pillar in the legacy term of His Excellency John Dramani Mahama,” he said. “The complexities of corruption that confront us today require a sophisticated approach to combating it.”
According to the Chief of Staff, the new strategy should prioritize the use of technology, bold legislative reforms, truly independent anti-corruption institutions, and unwavering political will.
“It is our expectation that the design of the new national anti-corruption strategy will depart from the assumptions, programs, and implementation mechanisms of the previous NACAP to enable us achieve meaningful, sustainable results within the shortest possible time,” he concluded.
The formation of this working group marks a renewed national commitment to addressing corruption, restoring public confidence, and improving Ghana’s standing in global governance indicators.
