The Government of Ghana has deployed a multi-agency support framework to ensure the dignified reception, immediate relief, and long-term economic empowerment of citizens evacuated from South Africa amidst ongoing xenophobic violence.
Addressing the national response beyond the physical repatriation of affected nationals, the sector Minister, Samuel Okudzeto Ablakwa confirmed that returning citizens are being provided with immediate cash relief, psychological assistance, and institutional integration support to help them rebuild their lives.
Immediate Financial and Welfare Support
To alleviate the acute economic distress caused by their sudden displacement, every returning citizen is being provided with a direct financial package and essential social services upon arrival.
”The packages provided included a reintegration grant of GHS 5,000, Travel and Transport Allowance of GHS 500, relief items provided by NADMO, and free NHIS registration,” the Minister detailed.
In addition to state-led relief, telecommunications providers AirtelTigo and Telecel have partnered with the government to provide instant SIM card registration alongside free voice and data services. These measures build upon the temporary shelter, meals, and administrative support previously provided by Ghana’s High Commission in South Africa prior to departure.
Mental Health Interventions and Community Support
Recognizing the severe emotional trauma experienced by evacuees during the anti-foreigner unrest, Ablakwa revealed that the government has integrated structured mental health services into the reception protocol.
Psychologists and trauma counsellors have been stationed at arrival points to deliver immediate psychological first aid and conduct follow-up community-based sessions. The government is also collaborating with faith-based organizations and civil society groups to provide continuous emotional and spiritual guidance to returnees.
Long-Term Economic Reintegration and Presidential Task Force
To prevent long-term socio-economic hardship, the Minister says the government has established a multi-agency Presidential Task Force on Reintegration to transition evacuees into sustainable local livelihoods.
The Task Force brings together key ministries, including Employment and Labour Relations, Education, Trade and Industry, Gender and Social Protection, and Local Government and Rural Development.
”All evacuees shall be enrolled in a special national database through which they may be linked to employment opportunities, entrepreneurship support initiatives, skills development programmes, and startup opportunities,” the Minister announced.
The Task Force is reported to have already initiated a comprehensive skills-mapping exercise through detailed interviews with each adult returnee to assess their professional credentials, trade expertise, and entrepreneurial aspirations for direct alignment with public and private sector opportunities.
