The Ministry of Health has issued an update regarding the ongoing strike action by the Ghana Registered Nurses and Midwives Association (GRNMA), stemming from negotiations on a new Conditions of Service agreement signed in May 2024 and scheduled for implementation in July 2024.
Since taking office, the Minister has engaged with GRNMA and other nurses and midwives associations to facilitate a smooth approval and implementation process. While other associations supported continued dialogue, the GRNMA declared a strike on June 2, 2025, despite a caution from the National Labour Commission (NLC).
The NLC has since ruled the strike illegal and urged GRNMA to call it off to allow negotiations to proceed. A meeting held on June 9, 2025, with the Fair Wages and Salaries Commission (FWSC), the Ministry of Finance, and the Ministry of Health reinforced this directive.
Government remains committed to implementing the new Conditions of Service in a fiscally responsible manner, noting that immediate implementation as proposed would severely disrupt the national budget.
In the interim, the Ministry is taking steps to mitigate patient suffering:
Publishing a list of alternative healthcare facilities.
Appealing to retired nurses and midwives to volunteer temporarily.
Acknowledging and appreciating nurses who remain on duty during the strike.
The Ministry reiterates its commitment to dialogue and calls on GRNMA to return to the negotiation table in the public interest.
