OSP probes 67 high-profile corruption cases

The Office of the Special Prosecutor (OSP) is probing 67 major cases of suspected corruption across state institutions, SOEs, and private entities, spanning natural resources, aviation, education, payroll, procurement, health, utilities, and land management.

One of the most high-profile investigations targets the Minerals Income Investment Fund (MIIF) over payments tied to Agyapa Royalties, small-scale mining programmes, lithium and gold projects, land purchases, board expenses, and contracts between 2020–2024. Several firms and both current and former MIIF officials are under scrutiny.

Other institutions being investigated include:

  • Ghana Airports Company Ltd – contracts and operations from 2020–2024.
  • Ghana Education Service – sale of appointment letters and laundering of proceeds.
  • National Commission on Culture – suspected extortion over staff salaries and arrears.
  • Ghana Revenue Authority/TATA Consulting – contract for the Integrated Tax Administration System.
  • National Service Authority – recruitment-related irregularities.
  • Ministry of Health/Service Ghana Auto Group – contract and payments for 307 ambulances.
  • National Cathedral Project – procurement, payments, and financing of construction.
  • Tema Oil Refinery – management contracts with Tema Energy and Processing Ltd.
  • Electricity Company of Ghana – termination of a contract with Beijing Xiao Cheng Technology.

A joint payroll audit by the OSP and Controller & Accountant-General’s Department uncovered “ghost names,” blocking GHS 2.85m in wrongful monthly salaries and saving Ghana an estimated GHS 34m for 2024 alone. Six convictions and restitution payments have so far been secured, with the exercise set to expand nationwide.

Land administration is also under probe, including the sale, lease, and transfer of state, stool, and vested lands since 1993, and alleged improper allocations of bungalows occupied by the Judicial Service.

Investigations into illegal mining (galamsey) are ongoing, covering the Lands Ministry, Forestry Commission, the dissolved IMCIM, Akonta Mining, and foreign nationals implicated in illicit operations.

Other active cases involve:

  • National Sports Authority – contracts with private firms.
  • Ghana Water Company Ltd – procurement deals with several contractors.
  • GRA Customs Division – auction sales, advance rulings, and value markdowns (2016–2022).
  • Bank of Ghana & financial sector reforms – corruption linked to the banking crisis and cleanup.
  • Estate of Sir John – alleged improper acquisition of Achimota Forest and Sakumono Ramsar lands.

Beyond these, the OSP says it is handling 152 additional cases at the preliminary stage, which may be publicised once they are advanced to full investigation.
