Citizens have rated Ghana’s local government system a “Weak Pass” in the 2025 Local Government Performance Assessment, with persistent concerns over street lighting, market infrastructure, and basic services.
The assessment, conducted by Feedback Africa Limited and led by Prof. Smart Sarpong, placed the overall local government performance score at 43.9, falling within the “Weak Pass” category.

Presenting the findings at a press conference in Accra, Prof. Sarpong explained that while respondents acknowledged some gains in maintaining peace and security, which scored 50.7 (Pass), several everyday services performed poorly.

The installation and maintenance of streetlights recorded 37.2 (Fail), while provision and maintenance of market centres scored 35.2 (Fail), making them the weakest-rated indicators.
Other sectors, including sanitation, potable water, youth development, healthcare, road maintenance, and education infrastructure, were largely rated within the “Weak Pass” range, highlighting widespread dissatisfaction with grassroots service delivery.

The survey, conducted across 138 MMDAs and 996 communities, underscores the importance citizens place on visible, community-level governance, especially services that affect safety, commerce, and daily living.
