The 2025 Ministerial Ranking contained in the Citizens’ Perception Survey has placed Hon. Eric Opoku (MP) at the top of the list, reflecting strong public approval of interventions linked to food prices and agriculture.

The ranking, produced by Feedback Africa Limited and presented by Prof. Smart Sarpong at a press conference in Accra, is based on respondents’ recall of ministers’ achievements rather than official performance metrics.
Hon. Opoku was credited with initiatives such as the Feed Ghana Programme, fertiliser support to farmers, and efforts perceived to have contributed to reduced food inflation.

He was followed by Dr. Cassiel Ato Baah Forson, ranked second, for measures associated with inflation control, tax removals, exchange rate stability, and cedi appreciation.
Haruna Iddrisu ranked third, largely on education-related reforms, while Hon. John Abdulai Jinapor and Hon. Mohammed Mubarak Muntaka placed fourth and fifth respectively, for energy stability and security sector interventions.

Prof. Sarpong explained that the rankings highlight what citizens value most: tangible outcomes in food prices, taxation, education access, power stability, and personal safety.
