The Ministry of Foreign Affairs has sanctioned an individual implicated in an undercover investigation by The Fourth Estate into alleged irregularities in the acquisition of attestation documents.
In a press statement issued in Accra on September 3, 2026, the Ministry said it had taken note of an online report published on September 2 concerning the investigation into attestation services provided by state institutions.
The Ministry commended The Fourth Estate for its investigative work, saying such efforts contribute to good governance, public accountability and operational efficiency.
It, however, stressed that it maintains a zero-tolerance policy towards middlemen and third-party facilitators involved in the acquisition of attestation documents.
According to the Ministry, the person implicated in the investigation is not a staff member of the Foreign Affairs Ministry. It said the individual had been sanctioned by his respective institution and reported to law enforcement agencies for further investigation and possible prosecution.
The individual has also been barred from entering the premises of the Ministry of Foreign Affairs.
The Ministry explained that the attestation process involves multiple institutions across different arms of government, adding that efforts to strengthen coordination and integrity across the process had been ongoing for several months.
It further disclosed that comprehensive reforms were already being pursued within its consular and attestation services before the investigation was conducted.
These reforms include the introduction of cashless and digital payment systems, as well as the development of digital platforms intended to anchor the entire attestation process and significantly reduce human interaction.
The Ministry expressed confidence that the reforms would deliver improved outcomes similar to those achieved through reforms in passport administration in Ghana.
It also reminded the public that the Parliament-approved fee for attestation is GH¢200, which is collected by officials of the Controller and Accountant-General’s Department, who are required to issue official receipts.
The Ministry warned members of the public against engaging middlemen, describing the practice as strictly illegal.
