The Government of Ghana has officially begun the process of engaging strategic investors for the establishment of a new national airline, with the Ministry of Transport announcing an open invitation to qualified partners to participate in the initiative.
In a press release dated April 28, 2025, the Ministry said the proposed national carrier would be developed as a commercially viable and internationally competitive airline, anchored in Accra and designed to serve as a regional and intercontinental hub.
According to the statement, the government, acting through a dedicated task force under the Ministry of Transport, has commenced a structured market-sounding exercise to identify a strategic investor that will partner the state in setting up the airline and its related services.
The Ministry indicated that the engagement process would take place in three distinct phases, culminating in the selection of a preferred strategic partner to lead the venture.
To qualify, prospective partners must already be established aviation operators, subsidiaries of airlines, or entities backed by operating carriers. They are also expected to demonstrate expertise in airline operations, management, route planning, and network development, while maintaining a strong record of regulatory compliance.
Beyond operational capability, the selected partner will be expected to operate a full-service carrier offering long-haul services to Europe, North America, the Middle East and Asia, while also managing regional routes across Africa. The partner will also be required to establish an integrated cargo division to support trade and logistics and deploy aircraft in the short term, no later than the first quarter of 2027.
The government further stated that the strategic investor would be expected to hold the majority equity stake in the new joint venture company that will be established to operate the airline.
Interested firms have been asked to submit proposals detailing their company profile, experience, business expectations, and an outline of their proposed business plan. Submissions must be made to the Ministry of Transport by May 29, 2025.
Transport Minister Joseph Bukari Nikpe signed the release, expressing optimism that credible investors would respond to the invitation and help realize Ghana’s long-held ambition of restoring a national airline.
