Expansion projects at the Tema Oil Refinery (TOR) and Sentuo Oil Refinery are expected to enable the two facilities to meet about 70 percent of Ghana’s demand for refined petroleum products upon completion.
The Minister of Energy and Green Transition, Dr John Abdulai Jinapor, announced this while delivering the keynote address at the Ghana International Petroleum Conference (GhIPCon) 2026.
He said government will continue allocating Jubilee crude to local refineries, with the next one-million-barrel parcel designated for the Tema Oil Refinery to support its revitalisation and strengthen domestic refining.
“When the ongoing expansion at TOR and Sentuo is completed, the two refineries should be able to satisfy nearly 70 percent of Ghana’s demand for refined petroleum product,” he explained.
Dr Jinapor said Ghana’s long-term energy security depends on expanding local refining capacity, strengthening strategic petroleum reserves, modernising storage and distribution infrastructure, and building a more integrated petroleum value chain.
He noted that recent global energy shocks have reinforced the need for long-term investment rather than temporary interventions.
“Resilience is not built in times of crisis. It is built through deliberate policy choices, strategic investments and innovation,” Dr Jinapor intimated.
The Minister also announced that the Jubilee Field is now producing about 95,000 barrels of oil per day, reversing six consecutive years of declining crude oil production, while gas output has increased by more than 50 million standard cubic feet per day.
He urged industry players to embrace digitalisation and automation to improve efficiency, transparency and competitiveness, expressing confidence that stronger partnerships and sustained investments will position Ghana as the preferred petroleum and energy hub in West Africa.
