President NDC Professionals Forum in the US is unhappy with the tendency of the Speaker of Parliament to let slide indiscretions of his first deputy Joseph Osei Owusu.
Despite declaring on two separate occasions that his deputy acted illegally and unconstitutionally in overturning two separate decisions over which he superintended, Rt. Hon Alban Kingsford Sumana Bagbin.
The latest involved the admission of a motion for a committee to be set up to look into the expenditure of COVID-19 funds.
Alban Sumana Bagbin said his deputy Joe Osei Owusu acted illegally when he ruled that the motion was not supposed to have been admitted and threw it out.
The decision of Joe Osei Owusu meant he overturned the decision of the Speaker to admit the motion which was being argued before the speaker rose to be replaced by the first deputy.
Arnold Appiah said the Speaker cannot continue to complain about the conduct of his first deputy without acting on it.
He advised the Speaker to be bold and deal with the actions of Joe Osei Owusu before it becomes the norm.
Arnold Appiah said this when he joined a panel discussion on the state of Parliament on the Professionals Hour on Radio Gold.
