Ken Ofori Atta’s Lizard style self-praise exposed as culture of procurement impunity takes root

Details are emerging of the circumstances surrounding the procurement of the contract that led to the sackings of the Chief Executive of the National Youth Authority and his two deputies. 

The latest is a letter signed by no other but the defiant embattled Chief Executive of the Public Procurement Authority (PPA) Adjenim Boateng Agyei dated June 20, 2019 raising questions about the multi-million cedis contract awarded to Prefos Limited to train 500 youth street light repairs. 

The embattled PPA Boss in the letter disclosed that the dismissed NYA in a defiant breach of the law sole sourced the contract to Prefos Limited without approval from the PPA.

The letter also disclosed “at the board technical committee held on Wednesday 19th November, 2019, the Board noted the content of your request and decided that a team of investigators from PPA should be assigned to your firm to investigate the circumstances that gave you cause to undertake procurement activity without prior approval of the PPA”.

The letter was in response to a request from the sacked NYA CEO for the PPA to ratify the single sole sourced contract to Prefos Limited raising further questions about the conduct of Emmanuel Sin-Nyet Asigri. 

The letter also further exposes as a farce the lizard style self praise of the Finance Minister Ken Ofori Atta.

Ken Ofori Atta has used his budget statements to extol what he says is a strict adherence to the procurement law by government appointees.

The two scandals and other emerging ones however reveal a growing culture of impunity and disrespect and disregard for the procurement laws of Ghana.

This also comes at a time when Nana Akufo-Addo has created a Ministry for Procurement which has been described as useless in the wake of the scandals.
